Volvo 850-1996: Heater Fan Out + Rec and AC Lights Flashing 850 1996

The heater blower suddenly stopped working on our Volvo 850 (1996) and the REC (Recirculation) and AC (Air Conditioner) switch lights are both flashing. We suspect a blown fuse but are uncertain. Any advice would be greatly appreciated. If it is the fuse, can anyone advise which one (number) it might be?

    Volvo 850-1996: Heater Fan Out + Rec and AC Lights Flashing 850 1996

    The lid on the fuse box has a key. Check #5 for max blower speed and #31 for the variable speeds. My garage is too cold and there is ice where I have to stand to take the fuse cover off, so I will not verify the 1996 models.

    Just start the car and slide the blower speed to maximun and if nothing happens, it could be a fuse. The blinking lights of death are because of a fault the ECC found - which could be a dead blower motor.

    Was the blower making any strange noises before it stopped? It could also be the rehostat which enables variable speeds.
