I picked up another 98 S70 and I noticed that it does not have the heat shield over the top of the turbo. How important is this? Is it something I need to worry about?

When the timing goes haywire and the turbo turns red, you will wish the heat shield is there so your vacuum lines, etc don't melt. Don't get bent out of shape because there isn't one, but if you happen across one in a pick&pull, add it to your pile of goodies.
