#1, correct spelling is Brake or Brakes, not something that normally breaks.
Any car sitting for a long period of time will have rust buildup on the rotors, but that will be rubbed off during the first 1 or 2 application of the brakes. Brake pads do not "stick" to the rotors. Period. The parking brakes can, if set, stick to the drums but then the car will not want to move - normal fix for this is to rock the car back and forth and the parking brakes will snap free and the problem is gone.
A brake line failure is quite rare, I wonder if some mechanic stretched it or let the caliper hang from it while working.
No, Volvo brakes are as good or better than most cars. They do not take a lot of pressure to activate and the cars stop in a reasonably short distance. I wonder if the mechanic managed to get his greasy fingers on the rotors or pads.
Replacing the CEM to fix a headlight is not normal procedure. Usually, the ground wire for the right headlamp assembly is what is at fault.
If I were you, I would scan the service records and send them to Volvo in NJ. Ask for help, as your car is not safe to drive and the dealer does not appear to be able to help. The 800 number is in the Volvo book in your glove box.
