1999 Volvo C70 high RPM cutout

My volvo c70 had been idling roughly, so I cleaned the throttle body and that seem to do the trick. Now when I step on the accelerator, I get cut out at around 4K and it just doesnt seem to have the power it did before.

Can any one suggest any fixes?

I am going to change the plugs and hope that helps, but I cant believe that it can be just that.

Any help?

    Verify that the air intake hose is solidly secure, as boost increases it may be bleeding off pressure. It is not spark plugs.
