happy New Year all! have a '98 S70 NA w/o fog lights, but has the switch on the dash, which does illuminate when turned 'on'...would like to add fog lights...does having switch mean that the wiring is in place? also, where would lights mount? have the base model front air dam, with small grills on both driver and passenger sides where I imagine lights would go...would I have to change air dam?

Same air dam, different small grills. The wiring should be there, have a look under the bumper and see if there is a connector. The lamps are held on with 2 10mm bolts, most junk yards have them - new are quite expensive.

Is the switch you are referring to a 2 segment switch? I.E. does it have two "on" options, which would indicate the car has front fog light capability. Otherwise, if there is only one "on" mode you are mistaking the function with the rear mount fog light. Turning the switch on should yield an orange indicator on the dash and power a bright bulb in your left rear tail light, providing the headlights themselves are on.

Yes, the left most switch is for the rear fog light, and it turns on a light in the dash. Please, only use it when you are in pea soup conditions! I really dislike following cars that have that bright fog light at night.

The front fog lights have their own separate switch, usually positioned just to the right of the rear fog light switch. I don't remember if the front fog lights have a dash light indicator.

Front fog lamp wiring is there. You will need a switch, lamps, trim pieces for the air dam, and there are 1 or 2 relays that go in the relay panel under the dash.
