Apparently a winter package offered a block heater plus other appropriate goodies, so it should be possible to install one. Where? And what part do I get or order?

This is for a friend's 2000 S70, not turbo. Local Volvo dealership was no help on this. I got a copy of the ZeroStart applications .pdf file, no part listed by them for that application.
