front end vibration, low speed V70-XC70 2000

At 20-30 mph I have a strong vinration in front end, even in neutral (not an engine problem). Could this be CV joints or wheel bearings, or?

    Yes to both. You need to make a slight turn of the steering wheel to determine which side you have the problem. Inspect the CV boots, looking for lost grease. Inspect the bearings by lifting the wheel off the ground and trying to shake the wheel at 6 and 12 o'clock - any movement is a bad bearing.
