Noise under hood V70-XC70 1998

If I put the ignition key on position II but do not start the engine, dash lights will light up, and I can hear noise coming from engine compartment. It is similar to fuel pump noise. On my other Volvo's noise in same situation is very brief, 2 seconds or so...Not sure why on V70 it is constant...

The 2-3 second noise is the fuel pump pressuring the fuel line.

The other noise you hear is the idle control motor. Probably needs cleaning and make sure the rubber cushion is not broken, that keeps the IC motor fron vibrating against the block.
