1998 S70 AC Issue S70

I'm trying to help my daughter get her AC fixed. she lives over 1,000 miles away from me. The compressor seized up and destroyed the serpentine belt. A local shop replaced the compressor, accumulator, belt, and cannot get the AC to work. Here is what they told me: The AC fuse was blown and there is no power to the AC relay coil when the AC is turned on. If they jump 12 V to the compressor, it runs. They said they cannot get a schematic and have spent a lot of time on it and cannot get it to work.

I'm wondering why the compressor seized up to begin with as there are low and high pressure cut out switches...unless the low was jumped out?

Is it possible he overcharged the system?

What else could he look for?

I have installed used compressors on a 240, 2 S 70s...cheaply $100 and she is into this for $871 and it doesn't work.

Any help is greatly appreciated. I want to call the mechanic with all the info I can give him. Thanks in advance for your help.
