Belts 850

I have a 94 n/a 850 with 186,000. I last changed the timing belt in 2003 when the car had 130,000 on it. As you can see I don't drive it often, but I would like to know if:

a: Do I need to change it? Does the rubber breakdown with time?
b: Should I buy the timing kit and change all the components?
c: While I have it apart, would it be a good idea to change out the water pump?

Any suggestions would be greatly appreciated.

If you inspect the belt and see cracks, replace it. And, yes, it will be time to repl the water pump with the belt change.
