850 hazard & turn indicator fuse blows

My wife's 850 fuse #13 keeps blowing. # 13 controls hazard, turn, and beam circuits. Is this more likely the stalk switch or the relay/clicker?

Any hints on troubleshooting this is greatly appreciated!

With the key off, replace the fuse and push the hazzard switch. If it continues to work, it is not the relay.

Otherwise, you will have to remove the plastic around the steering column and check the wiring for chafing against the steering column.
