Cabin Vents / Defrost -- erratic air flow V70-XC70 1998

My 1998 V70 has about 240K on it and has developed a problem within the cabin vent and defrost air flow management. Its very definitely not a fan issue.

Mostly I get very low air flow through the vents, including the defrost vents. If I close all the vents except the center vent, the air flow is a little stronger, but if all are open, then a very light, diffuse air flow is what I get most of the time. However, on occasion, as if something had opened, I will get a big volume of air flow, but its usually last only a minute or so.

Could the problem be in the manual climate control head on my dash? Could it be the vent damper control motors? My understanding of the system is that there is no vacuum assist in this model, so I am supposing the problem is either mechanical or electric within the controller or damper motors? Anybody got any ideas? Thanks a bunch.

How do you know its not a fan issue, or a fan relay issue?

The MCC on your car does self diagnostics. Turn you key from position I to position II, the REC button will flash if there's a code. If it shows one, push the rec button 2x. It will start displaying the codes. You can also get fault codes that only show up while the car is on and reset each time you set it off. I doubt that is the case, but it could be.. Anyway, it will start blinking the code to you..

lets say the codes are 2-3-1 and 4-3-1 it will flash: one second on .5 second off one second on 2 seconds off one second on .5 second off one second on .5 second off one second on 2 seconds off one second on

    5 seconds off (between codes)

one second on .5 second off one second on .5 second off one second on .5 second off one second on 2 seconds off one second on .5 second off one second on .5 second off one second on 2 second off one second on then off

I was under the impression that MCC didn't have vent motors, just cables. You need to pull off the upper kick plate and take a good look with a flashlight to see what happens at the damper end. It is possible that one or more cables are loose.

I have a 98 V70 with manual climate control, and all connections to the climate control panel are electrical wires, no mechanical cables. To pull the panel out of the center console, pull the temp setting knobs off and remove the 2 torx screws behind them. Then you can pull the entire panel out forward. The temp knobs can be tough to remove. I just pulled my panel out to replace the backlights.
