Help! Getting back SAS'd by my 96 GLT 850

I've been trying to fixed my SAS because of a P0410 code (failed inspection). Checked pumpand it was shot, replaced it. Verified it works beautiful now. Checked air pump relay, there was nothing left of it, replaced it with new from FCP. Can not verify if it works, really don't know what to check. So far, I put a voltmeter to it and got 12v from both end plugs and 2.14v from center plug. Checked my SAS vacuum solenoid and it was inop. replaced it and verified it's operation. Problem is that my pump still doesn't come on when started from cold. What should I do next?

Help! Getting back SAS'd by my 96 GLT 850

Frustrated as hell! Took both boxes out to check for corrosion,But, contacts looked beautiful. Could a vacuum leak at the shut off solenoid cause this problem? I don't know what else to do . Talk to auto shop, they said "It'll cost $100 just to start diagnositcs, which doesn't go towards the $150 waiver
for emissions.

The pump uses 12V, have you tried hot wiring it just to see if it turns? Could be a bad ground wire.

The ECT sensor tells the ECU that the engine is cold and that in turn starts the pump. Use an ohm meter to test the ECT. At 32F the resistance is 7200, at 68F - 2800. This is engine water temps.

The pump only comes on after the car has been put into gear and then driven a bit. It will not come on simply when the engine is cold and left to idle without being driven first. Hopefully that's all that's wrong =)

Do you still have a P0410 code?

Really? I seem to remember my 1998 pump gulping air when I cold started it, you could see it move the hose connected to the air filter.

That's what I've heard anyway. I'm stealing this quote directly from the 94 owners manual:
"The pump begins to function when the engine is started and the car begins to move. It remains in operation until the three-way catalytic converter has reached normal operating temperature. A sound may be audible from the air pump during this warm-up period. This is normal."

I usually noticed it wind up after I'd start the car and go park by the mailbox in the morning to drop things off. Especially as it was dying, it sounded like it was being tortured =)
