Distributor Cap Dust Cover

Hello All,

Is there a secret to attaching the Distributor Rotor Cap Dust Cover. Tonight I replaced my Distributor rotor and when I pulled the Distributor Cap off the Dust Cap Cover was spinning free. I did not see any way to screw it on? Is there a gasket that is missing?
