Climate Control Blows Cold Air on Passenger Side 850 1995

For some reason, the temperature control on the passenger side does not seem to have any effect. Regardless of the setting, max heat, or coldest position, the vents blow out cold. The position selector works fine, and will change the airflow on both sides from foot well to defroster duct. Even the air exiting the right defroster duct is cold, while the driver's side is hot. Is this most likely an electrical or mechanical problem? I have not seen any trouble code flashing on the a/c panel.

    Remove the glovebox and look up to the left of it, at the upper defroster duct. You should see a duct temp sensor and it should be in its hole, not fallen out if the dash was ever removed (Evap?) and its plastic tie strap is broken or out of place. That could be the cause as I've seen it happen before.
