Engine Code 2-4-1 pulled from A2 socket 850 1995

Hello all,
Just pulled a 2-4-1 code (EGR Flow is too low) from my 854. Wondered if anyone has an opinion as to what this might mean to me? Curiously the "CHECK ENGINE" light came on shortly after my recent visit to my Indy mechanic for the annual State Inspection and Emissions testing.

Obviously, something is wrong with the EGR. Most probably it is clogged.
Either the hole that on the intake manifold ( after TB, underneath the vacumm tree) is clogged- and it does clog shut- it is a 10mm hole) or the hole plus the EGR valve itself are clogged). If they have never been cleaned, you may now do this.
The hole can be cleared without much pain, but the EGR has to be removed to be cleaned with TB cleaner. Removing the EGR is a pita. Try the hole first.

What do I clean it with, carb cleaner?

In order to clean the hole, without removing EGR, I suggest you use a piece of wire with a 90° bent end so you can pull crud out of the hole. Once all the crud is out and around the hole pull it out of the intake using a vacumm cleaner. The EGR has to be cleaned with carb cleaner or TB cleaner, but it has to be removed. You do not need to do anything with the vacumm diaphragm. Just the body of the valve has to be cleaned internally. When you remove it, there is a asbestos/graphite gasket where the valve attaches to the manifold. If you are carefull and it is in good shape, you can reuse it. Otherwise replace.
