Is firmware flash for disabling DRL's still available for '09 models?

I am asking my independent shop to flash my ECU to disable the DRL's, which is available as a service appointment from your Volvo Dealership. My mechanic seems to remember hearing that it is no longer available on new models. Can anyone confirm or deny if the option is available on '09 models?

I phoned Boston Volvo and they said that it is still available. They have done "thousands" says the service rep.

I would rather Volvo make the fog lights the DRLs. That way, when a foglight burns out, I will still have my headlights at night. Tail lights also would last much longer.
