Without using a special Volvo tool or oil filter wrench, what is the best way to remove the locking nut on a fuel pump?

Are you refering to the large white plastic thing? I use a pair of pliers, upside down, with the handle ends stuck into the groves and turn the pliers to open it up. Simple.
