Depending upon how long it has been up, you can just glue it down. We just got used to it.

I cheated. I used a small amount of glue and glued it back down. Just make sure it is warm inside the car when you do this.
Some will say that using glue will hamper the deployment of the air bag. The force of the deployment will be strong enough to rip the cover apart! A little glue on the corners will not make a difference. Besides, glue is what was used originally, it is just that the glue dried up allowing the cover to peel away.

I believe volvospeed has a section on this. You can buy just the part or door from Volvo and do it yourself. I purchased a complete upper used dash and did it that way. As far as fixing, the plastic is old, warped and shrunken so I seriously doubt a fix.

Like Dick said, you can purchase just the airbag cover and replace it yourself. If you have never done one it can be a little on the tricky side but not too bad. The one thing that you want to make sure of is that you do not cycle the key while the airbag is out or you will set off the SRS light and have to have someone with the correct tool to reset it. It basically requires removing the entire upper dash pad, remove the air bag/bomb, remove the air bag cover and install a new one. There are a couple of pop rivets in there and you will need a piece of shoe string to hold the canvas flaps down and in position while you assemble the whole deal. I did a boat load of these things back in the day when they were a warranty item, take your time and go slow and it will be ok. I don't think that the replacement part comes with the bulletin but there was a bulletin on these way back when, you might want to search around on the various boards and see if someone has one.
