Remote control - can I buy a used one? V70-XC70 2001

I need an extra remote for my V70. I hear two opinions:

1. From eBay sellers and used car dealers - get a used remote with the same part number as yours and go to a Volvo dealer for programming. Around $15 for remote

2. From Volvo parts department ans some web postings - you need a remote that comes with a barcode (tag), which dealer needs for programming. Around $90 for remote.

Who is right? I called one eBay seller, he said they were selling hundreds of remotes, practically none came back, so they must be working (i.e. dealers program them)

    I just want to confirm what was already said. A used remote can not be programmed unless its code in known. I asked a dealer to do this and got this reply.
    I was, of course, prepared to hear this.

    This business of the remote controls is frustrating. For the 1999 (and maybe other years), you need two things, the physical unit and the programming to make it respond to your car. You can buy a used remote, but then you still have to go to a dealer to have it and your other units programmed to work with your car. Unless you have a good friend at the dealer, I suspect they will charge you for their time. Think of it this way: $15 plus shipping, say $5. Programming might be $50, so you are up to $70 or more. If you buy the remote control from the dealer, they may include the programming as part of the total cost. You had better call your dealer to get prices.

      I did call the dealer. The remote is $80 and this does not include programming. Programming is probably another $50. So if I can get a remote for $20 (less, actually), this would be nice saving.

      The only question here - if dealer can program the car for an "unknown" remote.
      A new one comes with a barcode/number which they probably enter in the computer for programming. A user remote comes without it, and I do not know if they can program it (provided they are kind and nice).

      As a side note, I had a Volvo 850 for 7.5 years, put 125K miles on it, and NEVER had to see a dealer. I repaired it myself, once went to an independent mechanic, and bought parts over the Internet.
      Now, with V70 and its programmable things, I guess I will have to go to a Volvo service department. Not looking forward to it.

        I bought extra remotes for my Nissan 350z and Subaru Forrester over the internet and saved hundreds of dollars. I found the procedures for programming the remotes on the internet.

          Remote control - can not program without the software V70-XC70 2001

          Sorry, it won't work with Volvo 1999 and later unless you have the software. The dealer pretty much has a monopoly on this one. You may as well buy two new remotes and have them programmed at the same time (one programming fee). They should last 6+ years before you go through this expensive exercise again.

    The software must be updated for a new remote. The dealer is correct, he needs the bar code.

      98 S/V/C-70, used remote can be programmed with scan tool and p.i.n. # from Volvo database. 99-2000 S/V 70 and 99-04 C70, used remotes can be programmed, software is downloaded to the car and car is asked to recognize new remote.
      All S 80's, 01 and newer S60, V70, XC70, and all XC90, if the used remote includes the programming codes, you can use it. Without the codes, you have an unusual paperweight. The remote packaging includes a label with 2 sets of numbers, both sets are entered into the computer after a software download. By the way, if you have an 01-03 car, you can get the crappy switchblade key/remote combo, but I don't recomend it as the key mechanism is quite fragile.
