Volvo 2000 V70 XC won't start V70-XC70 2000

My 2000 V70 XC has developed an intermittent starting problem. This car has only 45000 miles, and has had the fuel system recall done.
It will start cold, but if it fails to start 1st time it will then try to fire and if it catches it will run very rough and then as soon as the gas pedal is depressed it will die. It will then not start unless it is left for about an hour. If it does start first time ,it seems to run fine until the engine is turned off and then it refuses to fire up again.
The fuel pump has been whining a bit when the tank gets down to about 1\4 full.
It seems to run fine , except for the fact that it seems to be really heavy on gas.
If this is a fuel pump problem, can I get at them myself, and if it needs to go to a shop, what should replacement of the pump\s run?
It has had the regular services at the dealer.
I really like this car and need to know how to look after it. Is there a way to get a manual without a mortgage, and wher do I purchase parts. Thanks.

    I wonder if it isn't related to the engine coolant temp sensor?

    Please answer your responses. We need to know if the advice is good or bad. The 164 has a new home, all I am left with are 2 turbos :)

    There is no paper manual. Look on Ebay for pirated copies of VADIS, a CD with everything and more you wanted to know. Just make sure the copy is for 2000+ A 1999 copy wont work.

    You are running very rich. It could be time for new spark plugs. It could be a vacuum leak. It could be the ETM acting up, the dealer has free software upgrades for that. It could be a failed fuel pressure regulator.
    The fuel pump replacement for the awd cars is very expensive, IIRC they have to drop the fuel tank to get at it. The pump is not cheap either.

    If you stop by a mechanic, after replacing the plugs, tell him it appears to be running very rich. Don't mention the word fuel pump, he will get dollar signs in his eyes :)

      The first thing I tried was the fuel supply, and there was no fuel to the injectors.
      I wanted to see if there was power to the pump, but as I have no schematic, I don't want to mess with that rear harness..If I'm lucky , it may be the relay, but I have no way to test it, I can't even figure which one it is. I see a Main relay engine system, part #9162300 99w23,would that control the fuel pump?
      Unfortunately I need this car, so I'm going to have it taken to a repair shop tomorrow. I'm going to ask for the pump if they have to replace it, as I believe that I can have it rebuilt. I called the dealer,and they said it would cost $1500. 00 to replace the pump......what a joke! I understand that you used to be able to get to it through the rear floor. Maybe that was too simple for Ford!
      Should I get rid of this car ? K.

        These new fangled cars :( The fuel pressure relay on the pre 1999 is still numbered 103 on the top and in the fuse tray.

        I am about to buy another 850 with a bad fuel pump. Yea, you take of the cover in the trunk, lift it out, put in a junkyard pump, and good to go. The awd cars don't make it simple, but $1500??? The dealer probably charges $500 for the pump, but 10 hours of labor? I would have him arrested on moral grounds :)
