Are Turbo boost and oxygen sensor related 850 1995

Hi,
I have a question regarding the turbo boost and if the oxygen sensors can effect it. I have a 95 850. The car has an erratic idel when first started, but after a few minutes settles down. It has no power when cruising on the freeway, when you step on the gas it takes forever for it to accelerate. I am only getting around 13 to 14 miles per gallon. The turbo gauge only barely moves a hair into the white zone on the gauge. I checked the codes, and came up with 231, and 414. So I have ordered new oxygen sensores and going to replace. 414 says my boost is too high..but my gauge shows that I have very little. I was wondering in the improper air/fuel mixture, caused by bad ox sensores could be causing this, or could I also have a bad boost regulater. I have already replaced all the vacumm lines, and have checked for air leaks and found none. I am really curious about the ECU saying that I have too much boost and the gauge saying something different.
