High pitched noise from pass. side engine compartment S70 1999

Hi Brickboarders,
I have a 99 S70AWD with ~73K miles that just recently started making a high pitched whining noise when I move the ignition switch to II (not yet started). The car starts fine (although a little sluggish now that the battery is 8 yrs old) but the noise continues. The noise pitch changes depending on the electrical load (blinkers, A/C, headlights) so initially i was thinking it was the alternator...however, would it make the sound when the car is not running? I've read some of the other posts on air pumps, fuel pumps, etc but none seem to have the same symptoms.
Thanks for any insight you may have.

    Not your alternator.
    When the key is in pos II, all that should be running in the engine compartment is the idle air pump. But that hangs off the intake manifold.
    For the right side to make noise, I would suspect the cabin fan. Turn the blower off and if it goes away, it is an easy replace.

      Thanks for the quick reply Klaus. Upon further close inspection I think I was mistaken, it is coming from the drivers side. It sounds very close to the front and down low. There is a small box there with what looks like vacuum hoses (?) attached. I have everything turned off and it still makes the noise. The noise definitely changes when turning on/off any accessory. Have you ever heard of this idle air pump making noise when the engine isn't running?
