Help Please with 98 V70 ignition lock V70-XC70

I have a 98 V70 AWD Turbo with a bad ignition lock. I can order a new assembly from an online dealer and have my indy Mechanic install for $200 ro take it to the dealer and have it done for $400. Here's the question... the dealer claims the new system will need to be "programmed" to get around the immobilizer whereas the indy says the 98 has no such immobilizer thus can be installed locally without a software download....Who is right???

Any info would be appreciated.

I changed my ignition switch in my 98, there are no such issues I am aware of , take it to your local mechanic.

'99 and newer volvos have the immobilizer. '98s don't have one.
