Loose yoke on steering column.

Hi,

I have a '98 S70 with about 90K miles on the clock.

The yoke that is installed with shear bolts and holds the ignition, turn signal and wiper switches moves when I hit the turn signal switch or put the wiper switch into the intermittent position.

Is this a common problem? Can it be fixed without drilling out and replacing the shear bolts?
