Trying to figure out if Alternator is bad - Part II: Voltage check results 850 1997

The voltage check indicates that the alternator is putting out approx. 13.7 volts and it drops a little to 13.2 volts when lights and heater fan are turned on at about 2000 RPMs. Some references indicate that it should be 14+ volts. I am tempted to first replace the battery (since that is cheaper and easier). Any other suggestions?
