engine race when shutoff V70-XC70

When I turn off the engine with my 98 V70 with 199,980 miles, engine race before it shut off. I also notice there are fresh oil spot on the manifold and I have to add oil. I just have dealer serviced 195K. Any suggestions welcomed. Thanks

Forgot to mention I found no oil spots on ground though
