front end shake S70

Our 2000 S70 has been shaking at around 65 mph. It feels as if the front tires are out of balance, but we've had them done twice. On the last time they rotated the front tires to the rear and that still didn't help. They also said that the wheels weren't bent. Any ideas as to what it could be?

Thanks,
Dave

Check the tie rod ends, they wear.
Check all the suspension bolts, nuts, mounting rubbers, strut tower mount, worn struts.
Get two tires balanced somewhere else, just in case the machine that was used is out of calibration.
Check the tires to make sure they don't have flat spots or are out of round.
