surging in neutral V70-XC70 1999

My 1999 XC70 once warm surges at idle in neutral only. I checked all vacuum lines with a vacuum pump at vacuum sources and there appears to be no leaks. No trouble code present but the idle and vacuum gauge (installed) show up and down motion. Any ideas?

      John:

      Thanks for the reply and the hints. I would have thought it would throw a code if the throttle unit misbehaves. I have cleaned the entire induction system with minor improvement but this subtle problem persists. Annoying more than a problem at this point.
