Spedometer, dash lights and turn signals stop working- sometimes 850 1996

This problem only occurs once in a while, but with more frequency lately. The spedometer, dash lights and turn signals don't work after turning the car on (the other displays- tachometer, temperature gauge, gas, etc, still work). If I turn the car off, they all come back.

My ABS light is on. Is this problem due to a bad ABS unit or is this some other electrical issue?

It is not related to your ABS control unit. It sounds more like the electrical portion of the ignition switch. See : http://www.volvospeed.com/Repair/ignit_switch.php for the switch, and http://home.earthlink.net/~vicrocha/ for the ABS control module.
