the passanger side latch releases, but the driver's side won't and i can't open the hood...

any suggestions would be greatly appreciated

You could try and get someone to push down lightly, while you pull the inside release lever, and then let up. Sometimes I also need to give it a quick jerk from inside the car. Do not relatch the other side while you are trying this.
If the cable is broken... a Volvo garage might be the best place to help.

1) Try liberally spraying a solvent such as "liquid wrench" in thru the grille or from underneath.

2) If that doesn't work see the instructions on Bay13 under "hood latch 850",

My V70 had this same issue...the Bay 13 instructions helped out perfectly. Highly recommended!
