Climate control fan - only the fastest speed works (???) V70-XC70 1999

I have a '99 V70 wagon and the entire climate control stopped working a few days ago. My first though was the fuse... and sure enough the climate control fuse (25 amp fuse #31) in the supplementary fuse box was broken. I replaced fuse #31 with the 25 amp spare and now the heater and air conditioner work fine but ONLY when the blower/fan is on the fastest speed position. The other blower speed positions on the blower dial - 1 through 4 - are dead and not working at all.

Any ideas for a fix are more than appreciated. Otherwise it's a trip to the dealer.

    Nice to know it is not the blower. The resistor pack needs to be replaced, that old one probably blew the fuse when it went. It is next to the blower above the passengers feet.

      Thanks everyone. I'll check it out and see if I can replace the resistor pack... otherwise I'll take it in to the dealer. Seems like the visit would be affordable just in case... agree, thankfully the blower isn't broken! That would be $$$.

      I have a 1992 BMW 535i and this is a common occurence on our cars. Check if you have a fan resistor or blade as we call it. Usually it is located under the dash behind the radio but I don't know where it is on the Volvo. Sometimes it burns out and the only speed we get is high although the complete AC system is fine. It is about a $80.00 fix on our cars. Hope this helps.
