855 GLT fuel pump without electric feed-relay or mystery? 850 1997

I need direction to the next troubleshooting test.
Friday my wife phoned,"Help, I need tow, "Precious" suddenly won't start-no warnings leading up to this". 1997 855GLT Turbo then got towed home.
My Saturday analysis of car in garage is as follows-what next?
Only Codes showing: PO300,PO301,PO302,PO303,PO304,PO305 (all cylinders interpreted as "general misfire"). No sensor codes or ignition issues. must be a fuel problem.
No initial fuel pump start up sound when ignition key rotated from "On" & "Start positions. Engine turns over continueously and NO fuel pressure registering from schrader valve on fuel rail. No voltage at pump. Ground is good.
No pump start when "jumpwired" direct from battery (with a 15 amp fuse inline with "positive jump wire". No buzz sound or anything during this.
Not sure though about testing procedure of the pump relay. With relay cover removed and replugged into the fuse block the contacts click when going from "Off" to "On"/"Start" ignition positions. No pump start when relay contacts are cleaned and massaged together.
I then removed the relay from the fuse block and came up with the following results from the fuse block contacts: Volt meter shows 12 volts across both #15 to #31 & #15 and #87. when in "on" position. #15 to #31b shows no voltage.
Are these normal readings? I dread putting a $350.00 pump into "Precious" to later find the relay was the initial cause.
Is there another item to explore?

    Jump terminal 15 and 87. If the pump runs, you have a relay, wiring or ecu problem. If not, pump or wiring after relay problem.

      You gave me the sort of straight response I was looking for. Stay tuned, I will try it at sun up.
      It is 4:57PST here in california. What are you doing up so early. I can't sleep cause I feel sorry for myself. Teenage daughters and terrific cranky wife. You know how it goes. I'll fix the Volvos and keep my space.
      Secondary question:
      Why would the following happen?
      Key in "ON" position, the pump relay removed, volt meter grounded to frame, volt meter positive on terminal 31b on the fuse block.
      Why do I get 2 volts + out of term. 31b ? Is that coming from the ECU to signal something or what?

        I jumped the wires as suggested. No gas out of schrader test port and my wires to the pump are 12 volt. No pump sounds.
        Tommorow I'll order pump..., regulator and relay for good measure. This is going to be spendy.
