You might find one of these to be very helpful in cutting off rusted bolts and nuts:

I bought one a few years ago along with a stack of 4” cutting wheels (equally as cheap) and have found it to be quite handy. Wear thick gloves when using as I found it cuts through skin REALLY fast.

As for the need for a thin wrench, you may need to sacrifice an old 16mm (or maybe even a 5/8”???) and grind it down to fit.
