Cleared OBD11 Codes and Unable to start S80 1999

No lights,no guages, nothing happens when I try to turn the ignition. The starter does not engage--does not turn over. I have no burnt fuses and I swapped out relays under hood in fuse panel No apparent fuse problem in dash driver's side panel. I checked for good connection at starter. I do not seem to have a power reading off starter terminal with volt meter. Has to be something really stupid.
