I suggest using a small 9V battery, that should be good enough for a test. 12V might be overkill.

If there is only one outlet to the pump, the engineers have me by the short hairs. I can understand a T for the windshield and headlight washers.

Are you sure that a line didn't fall off and the fluid is now going to ground?
