There is a temp and fuel guage compensator board on the back of the guage cluster in the speedo panel. It can be replaced with a new one from Volvo or parts from a "sacrificial"lamb in the salvage yard. Just remove yours and note if it is a plug in one or a solder in one and then go looking-when you find one remove it carefully and then replace yours with it. Also check the nuts on the bolts that hold the guages in place are tight as these can get loose and cause a intermittent problem-but I'll bet it's the temp compensator board.
