Need help in diagnosing air conditioning no start in ACC system. Just replaced the Water heater control valve. Inner & outer temperature sensors checked out fine. New coolant temp sensor. New thermostat.
In other words the heating side of the system is working fine. Fan changes speed according to temp setting on dial.
There is but a faint cooling, for a few seconds, when I activate ACC. Engine idle does increase.
I am not sure if there is any freon left in system. #1 aftermarket mechanic in Ottawa states that system must be 1)dye-tested for leaks before anything 2) tested for any electrical problems.
What tests can I perform before any substantial $ leaves my pockets?

Get a flashlight and when the system is on for 10 min or so stop and check the sight glass in the dryer for bubbles. Bubbles = no freon.
