Sad to say, but I completely disagree with Doug. I have not added on any upgrades to my S70 T5 yet, but I can see where they are needed. First, I have heard that a strut tower brace will significantly improve handling and response. Also, real high performance tires would do a great deal for handling. However, I do not think you can fit 225 size tire on these cars. Call the Tire Rack for information about wheel and tire sizes that work.

I also hope the engine has more potential than it is showing in stock form. While it has some power, it cannot keep up with Camaros, Eclipse GSTs and the like. No one should ever say that a car is "fast enough." That is a judgement that each individual must make. Allowing the turbo to make more boost will not compromise the feel or handling of the car in any way. Power only matters when you use it and none of the CPU upgrades override the driver's right foot.

About the only engine related issue subject to question is the aftermarket exhaust. It will be at least a little bit louder than stock. Others have reported that it is not so loud as to be annoying, but you should probably try to hear one for yourself.

As for emissions, the IPD CPU upgrade probably does not change things in any meaningful way since it just allows for higher boost, but does not alter anything else that I know of. A freer flowing exhaust may cause more emissions since it will take longer to heat up and catalytic converters only work when sufficiently hot.
