I would go with the '83 200 1980

The B23F and M46 is a nice combo for '83 and '84. In one of those years, I cannot remember which one, the B23F had dished pistons and a higher compression ratio. It was the difference between 107 hp and 114 hp. With the M46, either version of the B23F gives decent performance. Mid-range power is very good. Stomp on it in 3rd at 40 mph and you're doing 65 in the blink of an eye. Gas mileage is probably a smidge better than the B21F as well, if only because the '23F has LH-Jetronic instead of K-Jet.
