How do I set the timing marks after the timing belt has broken? 200 1988

All the installs I see indicate the alignment of the marks on the timing belt cover, block and timing gears. None of these account for the possibility of a gear turning out of sync with the belt.

What happens when due to the timing belt breaking the alignment points on the gears are no longer related to the timing belt?

In my thinking if the alignment marks on the gears always aligned with the marks on the timing belt cover and block, then every full revolution the timing marks all come into alignment. That does not happen ... or is it supposed to?

I did see one reference to popping the distributor cap to check the mark inside the distributor for alignment to the intermediate gear.

What am I missing in the alignment process?
How do I know the gears are all turning in sync?
