Hi,

You could have a stuck open relief valve inside the pump itself. If it's open it won't make pressure if it's bypassing.
The fluid could be just circulating around and around inside the pump housing.

What year car is it? Or should I say a remote tank or an integrated onto the pump itself.

The rack only directs the fluid pressure on either side of a horizontal piston. This is done through a grooved spool connected to the steering shaft.

The fluid circulates all the time to some extent and is why it gets hot.

Check out the pump first for dirty oil sediments.
