horn ring flops around 120-130 1966

So you put in the two screws that hold the horn ring to the steering wheel, and tighten them up, and still the horn ring moves all directions on the steering wheel and bangs into the wheel. Clearly something is wrong. Before I look for why the horns don't work, I'd like to get this horn ring mounted right. Any ideas? Is there supposed to be a set of springs under there? other missing parts? On mine, after the nut that holds the wheel on, the next thing to go on is the horn ring...no other parts in there. Is this correct?
