Euro purchased 2012 XC70 T6 sees MPG reduction upon US reprogramming V70-XC70

Hi Folks. Haven't posted here in many year but wanted to fill you all in on a situation of interest.

I recently purchased an absolutely beautiful 2012 Volvo XC70 T6 Platinum. Despite its 128K miles on the odometer, the car was driven in Maryland for the US portion of its life, never seeing road salt. The vehicle was actually purchased in England and driven there for a year or so before being shipped to the US. The original owner took such good car of the car, it looks brand new inside and out. The owner told me that when he was driving the car in Britain, he routinely got 35 mpg on the highway. When he had it shipped to the US upon moving back, he took it to the Volvo dealer for regular servicing wherein Volvo "reprogrammed" the car. Subsequent to the reprogramming, the car saw a 10+mpg drop in fuel efficiency. I found the story shocking and discouraging. My guess is that US emission standards are the culprit, resulting in changes to the air/fuel mixtures resulting in a richer burn to reduce NOx emissions. These changes have resulted in a greater than 30% reduction in the car's fuel economy if the previous owner is right on all of this.

So, I have a few questions:

1 - Have others experienced the same phenomenon?

2 - What are Brickboard members in Canada and Europe seeing in terms of mpg (kpg) fuel economy numbers?
3- Are there any Volvo dealer mechanics out there that can verify the accuracy of what the previous owner has stated to me?

4 - If this is the result of a programming change to the US sold / operated Volvos, is there a way to get hold of and install the European programming on the cars stateside? I was thinking that if Canada's Volvo's operate with the more fuel efficient European programming, that maybe I could get my car reprogrammed in Canada?

I would be interested in any and all feedback on this subject matter, including accuracy of the original higher mpg fuel efficiency claim that is the original reason for this post.
