oxygen sensors & California emissions

The Brickboard FAQ recommends the Bosch 13913 universal; another site states that the 13913 is "the same" as the 13034 OEM Volvo O2 sensor.

Bosch's "Parts Finder" alternatively recommends their 15737 universal.

QUESTION: Are the actual thimble sensors the same?

And is this money-saving advice applicable to Volvos specifically equipped to comply with California emissions requirements,(i.e., 200/700/etc., B230F, LH2.4, EGR)?

Or, do I have to make sure I get something rated for CA emissions?
