Consider this:

The harmonic balancer is also the drive pulley on the front of the crankshaft.

As a drive pulley all the accessory drive belts run off it, not the timing belt.

As a harmonic balancer, it is made up of three pieces. A center section, then a rubber ring maybe 1/8-inch thick, then the outer ring which has the belt sheaves in it for alternator and A/C (and thence P/S pump) belts.

IF the rubber ring has deteriorated to the point where the outer ring can slip, when the ring slips it will make a loud shreiking squeal.

When is it likely to slip? When the load on the accessories is heaviest. And that is often the alternator load. Especially if the power steering pump is also working hard.

Start the car (alternator load goes up to re-charge the battery), then turn on electrical loads like the headlights and fan blower on #5, and turn the wheel to get P/S load, and the air conditioner too.

All that load should make a failing harmonic balancer howl. Run that test and let us know.
