122 horn insulator 120-130

My 67 122 had the horn disconnected because the weight of the horn actuator (giant chromy bit on the steering wheel) was too much for the insulation pad to overcome. Every time I go over a bump, the horn goes off...

I took the steering assembly apart and found the black insulator washer is pretty much flattened and not inulating very well.

Anyone know of a material that I can make one out of? Seems pretty simple except for the 'finding the right material' part...
