Yes that is exactly where the rust starts.
I guess dust goes in between the trim and the cowling and the friction eventually removes the paint, leading to corrosion.
I did never rustproof it, it was to long gone when I spotted the rust from the outside. I had to find me a new one at the p&p, now at a friend for painting.

I'll probably paint the whole of the underside with some extra layers before mounting the trim and cowling.
Since you won't see it from the outside, you could use any paint.
