Have a look at the wiring diagrams first. Note that 6V diagram shows an optional relay in the horn circuit, the 12V diagram does not*...so you see it both ways...in both cases, the switch at the steering wheel supplies a ground connection...the washer pump on the other hand gets power from a switch (typically the wiper switch last pull position - IF you still have the OE switch)...that should help.

* I cant understand why Volvo got rid of it...maybe they figured with half the current, the contact at the steering wheel could handle it...but it cant!...I prefer to, and recommend installing one on the 12V systems...see:
