Thanks for confirming that.
Now I've noticed that I can pull the #4 fuse and nothing changes in the way it is running.
So I followed the yellow/red (+) wire from the O2 sensor back to the fuse block. It turns out there is a short in the wire somewhere behind the dash.
What is odd is that #4 fuse has 14 volts when running AND has continuity to ground. Why isn't something smoking? Why isn't the fuse blowing?
I disconnected the O2 sensor wire (yellow/red) from the #4 fuse block and also pulled the wires apart at the O2 sensor. This eliminated the short.
Then I directly connected the O2 sensor to a known good voltage supply and measured the voltage across the sensor to be sure. So the pre-heater is working and the short is removed from #4 fuse block.
Still runs exactly the same.
